It shows a meeting of Mr. Bolsonaro, then head of state, with several ministers on July 5, 2022 at the presidential palace. The meeting discusses the presidential election which would take place in October and ultimately be won by his left-wing rival Luiz Inacio Lula da Silva.

It was published by the Supreme Court the day after the vast police operation which targeted Mr. Bolsonaro and many of the senior leaders and advisors who were in office under his presidency. The former president has been banned from leaving the country since Thursday.
During the meeting on July 5, 2022, the atmosphere was visibly tense and Mr. Bolsonaro often raised his voice and uttered numerous expletives.
“They are preparing everything so that Lula wins in the first round, by fraud,” he complains, castigating the Supreme Court, a “superpower which decides everything, often outside the framework” of the Constitution.
The then head of state had already been questioning the reliability of the electronic ballot box system for months, without ever providing proof of the “fraud” denounced.
“There is no point in me having 80% of the votes, they will win,” he assured during the meeting.

Mixing warning and call for action, he then said: “If we react after the elections, it will be chaos in Brazil, a big guerrilla war, it will set the country on fire.”
Jair Bolsonaro explains that he will therefore have to “take measures” but that he cannot “be alone in this looming war”. But he is careful not to detail what “measures” he would like to take.
In the same meeting, General Augusto Heleno, one of the highest officials in the security apparatus, insisted: “If we have to turn the tables, it must be before the election.”
According to investigators, the Bolsonaro camp’s strategy initially consisted of “disseminating suspicions of fraud in the 2022 presidential election even before the vote was held, to legitimize military intervention.”
